Mayor James\’ Initial Response to \’Emailgate\’

June 9, 2008

To Paul (Kain)

I have read your e-mail to Nick and 17 others. I understand some of your concerns. However, they were supposed to be addressed at finance this evening so I can\’t understand why some of this couldn\’t wait.

In regards to your comments related to your apparent dislike of Councilman Marchese and your desire to have him not present at finance or your negotiations.

I don\’t think I have to remind you that the Councilman is an elected official with every right of the citizenry who elected him to call you to task and make requests of you to perform your duties as administrator.

As to your concerns that Mr. Marchese has prior working relationships with, I have no concerns, as I believe Mr. Marchese enjoys the highest ethical standards as anyone I know.

In closing, Mr. Marchese is still, with all my support, the chairman of the Finance Committee and he will be responsible with other committee members in the negotiation of your contract.

They will also -hopefully, with you still on board- continue to be a part of negotiations with other unions as their contracts expire.

Any questions feel free to call me.

Gloucester City Mayor Bill James

\’Emailgate\’:The Memos Gloucester City Officials Didn\’t Want You To See

By Bill Cleary

On Friday, June 6th Gloucester City Councilman Nick Marchese (Finance Chairman) via an E-mail asked City Administrator/City Clerk Paul Kain if he completed his new assessment and vision of the former Coast Guard Base property. Members of Council along with Kain met a week before to discuss the Freedom Pier plans. Kain supposedly said he didn\’t want to move ahead with the project until he had a chance to study the project further.

Freedom Pier was first proposed by the Kilcourse Administration two years ago in 2006.Kain was also the City Administrator back then. It calls for the construction of 29 townhouses at the former coast guard base on King Street at the Delaware River.

Early Saturday morning, (12:28 AM) June 7th, Kain responded by Email to Marchese in this reporter\’s view in an abrupt, rude memo. Copies of that Email were forwarded to all council members. Along with deputy clerk Kathy Jentsch, Gina Dunphy UEZ office, Police Chief William Crothers, Frank Robertson and Bowie Johnson at the public works department.

Councilman Marchese Response To ‘Emailgate’

August 30, 2008

To Bill (Cleary):

In regards to your request for a response about an email sent to me by Paul Kain back in June of this year. First of all I\’d like to say that Paul and I have had prior communications where we may have had differences of opinion.

We also have agreed on many issues. After reading the response from the Mayor to Paul Kain, I felt as though I did not need to reply to Paul\’s e-mail. In any team situation there can be difference of opinion.

I hold no animosity towards Paul Kain. I have explained to Paul in the past that this is not personal. We are driven to accomplish the City\’s goals by trying to do what is best for our citizens and our community in a timely fashion. That’s not always the easiest thing to do in government, but we are optimistic.

In my email to Paul I was requesting information regarding his version for the plans of the new housing project on the Coast Guard site. I was obviously a little shocked and concerned by Paul\’s response to my request. I did not appreciate his sarcasm or disrespect towards me and the fact that he copied this email to all of the City\’s department heads, and other City employees. This I still do not understand, but this is something we are trying to work past for the good of the City.

My main concern is moving forward with these projects and not waiting for more studies to be completed.

To date we have still not received what was requested from Mr. Kain. The housing project is moving forward and will hopefully begin construction in the Spring of 2009.

Gloucester City Councilman Nick Marchese
