IN RECOGNITION OF 50 YEARS OF PUBLIC TRANSIT SERVICE

Philadelphia Mayor Jim Kenney commemorated PATCO’s Golden Anniversary during Customer Appreciation Event at 15/16th & Locust Street Station

To commemorate PATCO’s 50 years of connecting people through public transit, Philadelphia Mayor Jim Kenney presented PATCO with a Ceremonial Liberty Bell on behalf of the City of Philadelphia last month.

On February 15, 1969, PATCO made its first trip from Lindenwold, New Jersey, to Center City Philadelphia.

“Congratulations to PATCO on its 50th Anniversary. It’s a real connection between Philadelphia and New Jersey,” said Kenney. “PATCO is really important. It brings thousands of passengers across the bridge into Philadelphia. It keeps cars off the highways, keeps emissions down and really does a good job for our environment.”

PATCO General Manager John D. Rink and DRPA Deputy CEO Maria J. Wing accepted the Ceremonial Liberty Bell on behalf of PATCO at its 15/16th & Locust Street Station.

“We have a saying at the DRPA and PATCO that we connect people. We connect people to their jobs. We connect people to their homes. We connect people to cross river events,” said Wing. “Currently more than 10.8 million people every year ride PATCO. We look forward to another 50 years of serving the region with the reopening of the Franklin Square Station in 2023.”

Kenney echoed the shared excitement for the reopening of Franklin Square.

“The opening of the PATCO Station at Franklin Square will be wonderful because people from New Jersey will be able to bring their kids over to Franklin Square and not have to bring their car and have a good time with their kids and enjoy Philadelphia,” added Kenney. “It makes us even closer states than we already are.”

After the Liberty Bell presentation, PATCO held a 50th Anniversary Customer Appreciation Event at the station. The event featured food, music, giveaways and a prize wheel where customers could win items such as a $50 FREEDOM Card and round-trip tickets.

“We are very proud to be part of the Philadelphia community,” said Rink. “Without our customers each and every day, we would not be here, so thank you.”

NJ American Water Highlights Investment at Raritan-Millstone Water Treatment Plant

Continued Investment Ensures Protection and Sustainability of Water Supply for More Than

1 Million People in Central New Jersey

about its multi-year, $65 million investment to ensure the resiliency and sustainability of its Raritan-Millstone Water

Treatment Plant. The video can be seen on the company’s YouTube Channel and other social media channels.

The Raritan-Millstone Water Treatment Plant, situated in Bridgewater, Somerset County, N.J., is New Jersey American Water’s largest water production facility and a regional source of potable water supply for seven counties in central New Jersey. The plant is located near the confluence of the Raritan and Millstone Rivers – an area of Somerset County that experiences severe flooding during significant storm events due to the relative low ground surface elevations in the floodways adjacent to the two rivers.

The plant produces an average system delivery of 132 million gallons a day (MGD) and is capable of peaking at 190 MGD. As a Tier 1 New Jersey Office of Homeland Security & Preparedness facility, the Raritan-Millstone facility is also considered “Critical Infrastructure” by the federal Department of Homeland Security. Water supply from the plant is also provided to five large bulk water sales connections, and two Critical Regional Emergency Interconnections – the cities of Newark and Trenton.

“This video highlights the plant’s history and the investments we have made over the years to continue to ensure its reliability during severe weather events that have tested it,” said Cheryl Norton, president of New Jersey American Water and senior vice president of American Water’s eastern division. “Our recently completed flood protection project was designed to achieve a recommended level of protection from 500-year storm events, to enable us to maintain a sustainable water supply for the more than 1 million people in Central New Jersey who rely on us.”

The first major flood protection project at the facility in the early 2000s was a result of the plant being flooded by Hurricane Floyd in 1999. The recently completed $65 million flood protection project was spurred by the near-flooding of the plant during Hurricane Irene, with peak flood water levels recorded within inches from the top of the facility’s floodwall.

With the completion of this project, the entire floodwall system at the plant was raised by four feet to an elevation of 48 feet, which is the level of flood resiliency supported by the U.S. Environmental Protection Agency and the Army Corp of Engineers. The raising of the floodwall, which accounted for $37 million of the total $65 million investment, provides flood protection from storm events up to 500-year recurring frequency. In addition to raising the plant’s north reinforced concrete floodwall, the earthen berms in the northeast and west were also raised and widened, with additional reinforced concrete flood walls constructed, new flood gates installed, and drainage mechanisms improved at the plant.

PATCO Announces New Owl Schedule

In early May, PATCO announced plans for a new Owl Service schedule in an effort to improve security on the PATCO transit line. After community feedback, the implementation was postponed and a special owl task force was assembled to recommend ways to improve the safety and security of riders and employees during the owl hours. The goals of the task force were to increase police presence, keep as many stations open as possible and maintain 24-hour service. Over several months, the task force analyzed 25-months of data pertaining to owl service and provided recommendations which PATCO will implement on Saturday, December 7.

“It’s important to PATCO to listen to the communities we serve, and then act on what we have learned,” said John D. Rink, PATCO General Manager. “Safety and security are still our top priority at PATCO and our new owl service plan incorporates the feedback and concerns of our riders. Based on a suggestion from our Citizen’s Advisory Committee, the task force took a deeper dive in reviewing entries and exits for each station for both weekday and weekend Owl service hours over the past two years.”

The following service adjustments will take effect beginning 12 a.m. on Saturday, December 7, 2019:

Owl Service

Weekdays: 12 a.m. Midnight to 4 a.m.

Weekends: 2 a.m. Midnight to 5 a.m.

All stations remain open 24/7/365 with the exception of 9/10th & Locust St. Station which is currently closed daily between 12:07 a.m. and 4:15 a.m.

Trains will operate every 60 minutes instead of every 45 minutes.

A police officer will be onboard owl trains from 12 a.m. to 4 a.m. on weekdays and from 2 a.m. to 5 a.m. on weekends.

Only one train will be in the system making a continuous loop during the owl hours.

Owl riders are encouraged to board the train, even if it’s traveling in the opposite direction, rather than waiting in a station for the same train to return. Riding the train offers a comfortable, climate-controlled environment with PATCO personnel.

PATCO will operate 4-car trains and doors will not open on the first and last cars to encourage riders to sit closer together rather than spread out.

In addition to the service adjustments, PATCO will implement additional safety and security measures for all riders:

Launch a transit safety and security mobile app called “Look Up. Speak Up.” which will allow riders to discreetly and confidentially report security or safety issues on PATCO directly to DRPA/PATCO Police. The app is available now for download in the Google Play and Apple App stores.

Launch a safety awareness campaign aimed to remind and encourage riders to stay alert and be aware of their surroundings.

Rutgers-Camden Women Tie Mark by Raising Record to 4-0

CAMDEN CITY, N.J. (Nov. 23, 2019) – The Rutgers University-Camden women’s basketball team built a 13-point second-half lead, saw Arcadia University whittle its deficit to one point and hung on to defeat the Knights, 59-55, here Saturday afternoon in the Scarlet Raptors’ home opener.

The win lifts Rutgers-Camden to 4-0, tying the best start in program history, which now has been accomplished four times – during the 1981-82, 1991-92 and 2016-17 seasons before this year. The Raptors will try to set a new program standard Tuesday when they open their New Jersey Athletic Conference schedule with a 6 p.m. game at Rowan University.

The loss snapped Arcadia’s three-game winning streak, dropping the Knights to 3-3 this season.

The Scarlet Raptors appeared to pull away in the third quarter, opening up their biggest lead of the game, 50-37, on a three-pointer by Johnson with 17 seconds left in the period. Arcadia cut that margin to 50-38 on a foul shot by sophomore guard Julia Makowski by the end of the quarter.

Led by senior guard Taylor Dunn, the Knights started heating up in the final quarter as they charged back into the game. Dunn scored Arcadia’s first eight points of the quarter and assisted on a field goal by sophomore guard Sidney Barrer as they sliced the gape to 56-50 with 4:07 remaining. A pair of foul shots by Makowski and a three-point play by sophomore forward Holly Daveski made it a 56-55 game with 1:02 left.

Johnson tied her career scoring high with 16 points, set against Penn State-Lehigh Valley on Nov. 15, and Holmes finished with 13 points and team-high totals of five assists and four steals.

Arcadia received 19 points, four steals and a game-high six assists from Dunn. Makowski added 11 points.

Rutgers-Camden shot 20-for-55 (36.4 percent) from the floor, including 7-for-18 (38.9) from three-point range. Johnson had four treys, while Holmes added three. The Raptors also were 12-for-17 (70.6) from the foul line, led by Williams, who shot 8-for-11 from the charity stripe.

Arcadia shot 17-for-49 (34.7) from the floor, including 5-for-16 (31.3) from three-point range. The Knights were 16-for-19 (84.2) from the foul line.

Arcadia held a 38-31 advantage off the boards, but also made four more turnovers than Rutgers-Camden (18-14).

cancer death in the United States and the second most common gastrointestinal cancer in the U.S.

There are two types of pancreas cancer:

Active-Shooter Drills in Schools May Do More Harm Than Good, Says Rutgers–Camden Nursing Scholar

CAMDEN CITY, NJ (Nov. 22, 2019)–– Active-shooter drills in schools expose students to frighteningly realistic scenarios with masked intruders and loud gunfire sounds. They also may be doing more harm than good, says a Rutgers University–Camden nursing scholar who urges school and law enforcement officials alike to include school nurses in their plans to prepare for violent situations.

and lead author of an article published in Current Trauma Reports, says school nurses are ideally positioned to work with other medical professionals, law enforcement, and government officials who are committed to public health approaches to prevent mass shootings.

In the article, titled “School Nurses Share Their Voices, Trauma, and Solutions by Sounding the Alarm on Gun Violence,” Cogan and her co-authors say school nurses know of the acute need for evidence-supported, school-based mental health services. Based on those metrics, active-shooter drills may not be achieving their desired outcomes.

Since World War I, schools have been holding safety drills, fire drills, and natural disaster drills, but Cogan says today’s active-shooter drills can expose students and staff to frighteningly realistic scenarios.

Cogan says there is no evidence to show that the drills are effective in preparing students, teachers, and administrators to deal with gun violence in schools.

“While the incidence of school shootings is rare, now more than 95 percent of schools across the country have active-shooter drills,” says Cogan, who also works as a school nurse in Camden. “We do not prepare our students for fire drills by making them walk through smoke and debris-filled hallways.”

Cogan worries about the impact that the drills have on the psychological development of young children, and the effect the drills have on school nurses.

In the article, the authors share concerns from school nurses who have participated in active-shooter drills. One nurse reports that her heart sank the day she was in her office when she heard the sounds of gunshots from the school’s loudspeaker. She did not know if it was an unannounced lockdown drill or if there was an active shooter in the building. Instinctively, she locked her office door, closed the blinds, and hid in a corner. After she found out it was just a drill and the gunfire sounds were from an app used by the person running the drill, she did not understand the need to endure the fear and concern for herself and everyone in the building.

“Our brains cannot always differentiate when an incident is real or just a drill,” says Cogan, who adds that there is no evidence that even some of the most recognized programs – including Alert Lockdown Inform Counter Evacuate (ALICE), which uses a run, hide, fight options framework – are effective in preventing injuries.

Among the problems Cogan sees with the programs are that they are not evidence-based and do not consider the students’ ages and developmental stages, if they have special health care needs, or if they have learning challenges.

“These are reactive measures and are not taking into consideration the need for preventative programs to create a culture of kindness, acceptance, and safety in schools,” says Cogan. “Money is being spent on hardening schools instead of softening them.”

Cogan and her co-authors suggest a better approach to preventing violence: a multistrategy, multidisciplinary approach that takes into consideration student and faculty development, and mental and emotional health. They authors say investing in a nurse workforce in the school “would transform fear into courage and anticipation into action by implementing student-focused strategies rooted in prevention.”

The Rutgers–Camden educator says that an emergency preparedness program such as Stop the Bleed, a national awareness program launched by the White House in 2015, may be effective in saving lives. The program encourages bystanders to be trained to help stop bleeding victims in an emergency before medical professionals arrive.

The Sandy Hook Promise organization offers programs that encourage relationship building, which Cogan says could help to prevent violence. She says initiatives that focus on safe gun storage to keep guns out of the hands of students and offering gun locks to families on Back to School Night activities could also be effective.

Cogan’s own family experience motivates her to work to prevent gun violence. In 1949, her father was 12 years old when he hid in a closet in his family’s Camden home while a deranged neighbor went on a shooting rampage, killing Cogan’s grandmother, grandfather, and great-grandmother, and 10 other people in the city. Nearly 70 years later, Cogan’s 17-year-old niece hid in a Parkland, Fla., high school closet with her teacher and other students in 2018, when a gunman opened fire at the school. Fourteen students and three teachers died, and 17 students were injured.

“My decision to use my position as a school nurse to fight against gun violence came from a promise I made to my sister and niece in the aftermath of the Parkland shootings,” says Cogan. “Prevention of firearm violence belongs in the health care arena and requires funding for research as any public health issue has been afforded.”

Camden County Prosecutor Concludes Use of Force by Police was Accidental in Camden City Shooting

CAMDEN CITY, NJ (Nov. 21, 2019)–The Camden County Prosecutor’s Office (“CCPO”) has completed its investigation into the use of force by an Investigator of the Camden

County Sheriff’s Department and has concluded that the use of force was accidental and not criminal.  The CCPO determined that it is not necessary to present this matter to the Grand Jury because there were no material facts in dispute regarding the lawfulness of the use of force.  The investigation was conducted in accordance with the Attorney General’s Independent Prosecutor Directive (July 28, 2015, Supplemental Law Enforcement Directive Regarding Uniform Statewide Procedures and Best Practices for Conducting Police Use of Force Investigations) (“Directive”).  Pursuant to the Directive, the Attorney General’s Office conducted an independent review of the use of force and agreed with the CCPO’s determination that there were no material facts in dispute and that the actions of  the Investigator in this case that led to the accidental discharge were justified.  The Attorney General’s Office concurred with the CCPO’s conclusion to forego presentation of this matter to the Grand Jury.

The incident occurred on August 22, 2018, within a residence located on 2

nd

Street, in the City of Camden.  The Investigator accidentally discharged his department-issued handgun, while clearing a residence during the execution of a narcotics, no-knock, search warrant, resulting in a graze wound to the arm of a seventeen-year-old male.  Upon entering the basement apartment, the Investigator encountered a male resident in the hallway.  That resident refused to comply with the Investigator’s commands to get onto the ground and to stop moving toward the investigator and his team behind him.  As a result, the Investigator unholstered his weapon to use the flashlight attached to the frame of his weapon, directly in front of the trigger guard.  As the Investigator tried to flick the flashlight and momentarily distract the resident, he accidentally hit the trigger instead.  The resident was not injured.  However, his seventeen-year-old friend was behind him in the hallway, and his arm was grazed.

Personnel from the CCPO responded and conducted an investigation.  Statements were taken from the Investigator, the resident, and the other officers present.  During the course of the investigation, the Camden County Prosecutor’s Office complied with all portions of the Attorney General’s Law Enforcement Directive regarding uniform statewide procedures and best practices for conducting police use-of-force investigations.  The investigation revealed that the discharge was accidental and that the Investigator’s actions were not criminal.  Accordingly, no criminal charges are being filed against the Investigator with regard to this incident.

Following the investigation, the CCPO charged the resident with multiple counts of Possession of a Weapon, Possession of a Controlled Dangerous Substance, Distribution/Intent to Distribute a Controlled Dangerous Substance and Distribution/Intent to Distribute a Controlled Dangerous Substance within 500 feet of a Park.

All persons charged with a crime are presumed innocent until proven guilty in a court of law.

The undisputed facts indicate the Investigator’s conduct was justifiable under the law, and taking all of the facts into account, all of the evidence supports the conclusion that the discharge was accidental.  Accordingly, our investigation and review of all information failed to disclose sufficient evidence to prove an allegation of criminal conduct against the Investigator.  This statement was prepared and disseminated to the public in accordance with §8 of the Directive.

Next week, Thanksgiving will kick off the holiday season, bringing friends and loved ones together to celebrate, bond, and most of all eat. Many hours are spent cooking the perfect feast, but not much thought is given to cleaning it all up.

Along with turkey, gravy, and all the trimmings comes fats, oils, and grease that should not be poured down the drain.

When washed down the drain, grease and oil can adhere to the insides of the pipes causing clogs that lead to sewer overflows and in the worst cases, sewer backups for homeowners. Neither dishwashing detergents nor garbage disposals have the ability to properly break down these materials, which build up over time.

“Fats, oils, and grease are typically liquid when warm but solidify at cooler temperatures,” explains Manoj Patel, Senior Production Manager, Statewide Sewer Operations at New Jersey American Water. “This allows them to pass through your drain in the sink, but once they get to the lower parts of the house drain and cool they turn into a thick sludge that sticks to the pipe interior. Overtime, this causes problems such as sewer blockages and overflows that pose potential health and environmental hazards. Pour fats, oils, and grease into an empty jar or coffee can.

Allow the grease to cool and solidify before throwing the container in the trash.

Install baskets or strainers in sink drains to catch food scraps.

Scrape food scraps and grease from plates, pots, and utensils into the trash before washing.
