BATTERSBY, EMMA MARY
(nee Fryer), age 89, passed away January 15, 2007, at the home of her daughter Dolores and Bud Holt in Clarks Summit, PA. Emma, who was a former longtime resident of Gloucester City was born in Penns Grove and was the daughter of Howard and Emma Pine Fryer. She was the beloved wife of Joseph A. Battersby, who preceded her in death in 1988. She attended the Gloucester City Public Schools as a child and retired at the age of 80, from Underwood Memorial Hospital where she worked as a Dietary Aide.

She will be lovingly remembered by her daughter Dolores Holt and her husband Bud of Clarks Summit, PA, and sons, Joseph Battersby and his wife Ruth of Gloucester City, John Battersby and his wife Judy of Runnemede, and Jimmy Battersby and his wife Tish of Gloucester City. She was the devoted grandmother of Debbie, John, Tammy, Wendy, Kelly, Joey, Jimmy, Judy, Jennifer, Jackie, Jeanette, Jimmy, John and was preceded in death by her grandson Tim Battersby. She was the loving great grandmother of Jessica, Olivia, Andrew, Katie, Sam, Joey, Kaylee, Jessica, Jacob, Emma, Amber, Tyler, and Olivia. Emma was the dear sister in law of Peg Tiddy and was also survived by many loving nieces, nephews and her beloved dog, Corky.

Relatives and friends are invited to meet Saturday morning from 10:00am to 12:00 noon at the ETHERINGTON-CRERAN FUNERAL HOME , 700 Powell St., Gloucester City. Funeral Services will be held at 12:00 noon with interment to follow at Bethel Cemetery, Hurffville. There will be no evening viewing.

In lieu of flowers, the family has requested memorial donations be made to the St. Jude\’s Children\’s Research Hospital, 501 St. Jude Place, Memphis, TN 38105-1942

Finally Home on January 15, 2007, nee Yates, age 87 years, beloved wife of the late Raymond T. of Audubon Park. Survived by a sister Ruby (Gehret) Jungblut of Merchantville , two sons Raymond P. (Carolyn) of Kirkwood, Ron T. (Pat) of Jamestown, N.C., and a daughter Barbara Rommelman (Joe) of Audubon. Also survived by nine grandchildren: Shelley Baumgarten, Susan Sleeth, Ron Bansky, Heather Danner, Patricia Baron, Ryan Bansky, Joell Iskander, Trish and Rachelle Banksy. Also fourteen great grandchildren.
Mrs. Bansky was a member of the Haddon Heights Baptist Church, and the Partners Sunday School Class. She was also a member of the Senior Fellowship at the Church.
The visitation will be held on Friday from 10:00-11:00 am at the Haddon Heights Baptist Church , 3rd & Station Aves., Haddon Heights, NJ 08035. the service will be held at 11:00am at the church . Interment private at the Brig. Gen. Wm. C. Doyle Veterans Memorial Park, Arneytown, NJ.

On January 14, 2007. (nee Guter) Age 83. Formerly of Gloucester City. Of the Masonic Home in Burlington Township. Devoted and loving mother of Barbara Ann Fritz (Robert) of Woodbury Heights, Franklin W. Lathrop, Jr. (Lynda) of Marlton and Donald Lathrop (Denise) of Williamstown. Beloved grandmother of Donna Jean Vivaldi (Tony), Lorie Lynn Clayton (Adam), Julie Theresa White (Craig), Rev. Justin C. Lathrop (Jennifer); Melissa Aynne Lathrop, Donald A. Lathrop (Jill) and Deanna L. Lathrop.

Dear great- grandmother of 7. Adel was born in Fall River, Massachusetts and moved to Gloucester City in 1946. She was a resident for over 60 years and was a faithful parishioner of Saint Mary’s R.C. Church in Gloucester City where she attended daily morning Mass.

Adel was a seamstress for over 50 years for the Bonnell Dress Company in Camden. She loved to play bingo, go to the casinos, dance and play with her grandchildren and great-grandchildren.

Relatives and friends are kindly invited to attend her viewing on Wednesday Evening from 7 to 9 pm and Thursday morning from 8:30 to 10:15 am at the McCANN-HEALEY FUNERAL HOME: 851 Monmouth Street, (at Brown Street) Gloucester City.

Mass of Christian Burial will be celebrated 11 am at Saint Mary’s R.C. Church: 426 Monmouth Street, (at Atlantic Street) Gloucester City. Interment New Saint Mary’s Cemetery, Bellmawr.

Gloucester City Independent Democrats Take Control of Council

Power in the Gloucester City government has shifted from the Gloucester City Democrats to the Independents.

Democrat Councilman William Hagan sided with the Independents, allowing for the appointment of a new solicitor, eliminating the mayor\’s aide position, and broadcasting the meeting on Channel 19 — all by votes of 4-3. On Thursday, January 4, the outgoing Gloucester City Council held its last meeting to approve the minutes from previous meetings.

Former Mayor Thomas Kilcourse thanked everyone who continually comes to the Gloucester City council meetings and thanked the Council members. He also wished the new Council \”good luck\”.
Former Councilman Raymond Coxe echoed Kilcourse words\”, it’s been a wonderful nine years for me\” he said.

After the sine die meeting of the Gloucester City Council adjourned, the 138th annual re-organization meeting of the new Council began with the induction of the new members.
Mayor William P. James, Councilman William R. Hagan, Councilman Nicholas Marchese, and Councilman Jay Brophy were sworn into office by State Assembly Speaker Joe Roberts.

Resolutions appointing Auditor Bowman & Company, City Solicitor John B. Kearney, City Planner The Waetz-man Planning Group, and Municipal Judge William Golden were adopted as presented by a 4-3 vote.

Democratic Councilman Anthony \”Rocky\” Kormann and Councilwoman-en Elsie Loebell and Jean Kaye objected to the resolutions.

Solicitor Kearney replaces James Maley, who had been a fixture for many years at City Council meetings and who is the mayor of Collingswood.

Resolutions appointing the City Engineer as Edward Vernick, the prosecutor as Paul Dougherty, the public defender as Charles Wigginton and the administrator as Paul J. Kain were adopted as presented by 7-0 votes.

By a 4-3 vote, Council appointed T&M Associates as the City Redevelopment Engineer.

City Administrator/Clerk Paul J. Kain was appointed commissioner of the Camden County Joint Insurance Fund, with Mayor James as an alternate, by a 7-0 vote.

The following Mayoral appointments to various committees of Gloucester City were approved with a 4 to 3 vote. Kormann, Loebell, and Kaye voted against the appointments.

Mayor James was appointed to the Police and Fire Committee. Councilman Brophy was appointed
and Housing committees. Councilman Marchese was appointed to the Fire, Finance/Administration, Housing, and Celebrations committees.

Councilwoman Loebell was appointed to the fire, licensing, and celebrations committees.

Councilwoman Kaye was appointed to the Public Works, Housing and licensing committees.

Councilman Kormann was appointed to the Public Works, Licensing, and Celebrations committees.

Councilman Marchese was appointed the Council manic member to the planning board by a 7-0 vote.

The new meeting dates of City Council were adopted by a 4-3 vote, with Kormann, Kaye, and Loebell objecting to the change. The regular monthly meetings will be the fourth of each month at 8 p.m. The caucus sessions will be held on the third Thursday at 7 p.m.

UEZ Helping to improve local commerce

City UEZ Board Assisting Local Business To Expand; Deal Pending State Approval

The Gloucester City UEZ (Urban Enterprise Zone) Board at their November meeting agreed to purchase the Gloucester Plumbing Supply property at 327-337 South Broadway for $600,000.

At the December Board meeting, Gina Dunphy, local UEZ Director asked the members to increase the project amount by $40,000. Dunphy explained the Board in November did not budget enough funds to cover professional services (legal, title report, appraisal, environmental, etc.). A motion to approve the additional monies was made by Council woman Jean Kaye, second by Board member Dianne Fisher.

Joe Kenney, UEZ Board member and owner of Gloucester Plumbing Supply, abstained from voting on both motions according to the minutes of the November and December meetings.

In a telephone conversation on Thursday (January 11) Kenney explained his company will be constructing a new building on the vacant lot at 520 South Broadway near the City Water Tower. \”I need the UEZ\’s help to expand my growing business\”.

Dunphy said because the state hasn\’t approved the project the Board did not want to make a public comment on the details of the arrangement.

For example, one question that remains unanswered, what will happen with the Gloucester Plumbing Supply Building after it is vacated? Also, and explanation on the financial provisions between the UEZ and Gloucester Plumbing needs to be clarified.

Hopefully the project receives State approval. Not only will the new building improve local commerce, the project would also enhance the appearance of the southern entrance to the City.

At the December meeting Director Dunphy reported there is presently $944,682 in project funds, however $695,000 has been encumbered locally for projects not yet reviewed/approved by the state. \”This means there is currently $249,682 available for projects as of the date of the meeting, December 19, 2006\”, Dunphy said.

Dunphy told the members that all zones throughout the state are being asked to join together to help save the UEZ program. She said there is talk in Trenton that some legislators want to change or disband the program altogether.

The Board will meet Tuesday, January 16, at 4 p.m. in the Municipal Building, 512 Monmouth Street, Gloucester City. The meeting is open to the public.

Letter to the mayor

Dear Mayor James

I know you must have so much to do right now and I hate to bother you with my problem. But nevertheless this is why we elected you mayor.

Here\’s is a new problem and I don\’t know if you know about it, but all the small streets are having a signs erected saying THERE IS NO PARKING IN A SNOW EMERGENCY.

I don\’t know why small street, like Filmore Street, is a problem with parking our cars there when it snows. It never has been in the past why now? Where are we suppose to park? There is no additional parking or enough legal parking in normal day to day and now, some bureaucrat decides they can\’t plough small streets because cars are parked on one side of the street, which is ridiculous because they have plough Filmore street fairly well, even with a 30 inch snowfall.

 
Also why on the subject of parking. I am handicapped, have handicapped plates on my car and asked for handicapped parking spot. But I was told no. Supposely because I am the first house on on the street and legally, there is no parking 15 feet from the corner. So what am I suppose to do?
 
I hope you can take a moment from your busy schedule Mr. Mayor and look into these problems for me. I would certainly appreciate your help.

On March 26, 2005, Age 80, Pearl (nee Hunsberger), of Gloucester City, joined her beloved late husband, Stephen. Survived by her Sister Marion Nace ofSouderton, PA and the late brother Warren, late sisters Evelyn Bardman and Gladys Shelley. Sister-in-law Joyce Kowalski of Bellmawr, brother-in-law Joseph and Pat Kowalski of Gloucester City. Pearl was the loving Aunt of Faye and Bill Donovan of Phoenixville, PA, Barbara and Phillip Schanz of Lansdale, PA and Keith and Robin of Kowalski. Also, survived by many, many nieces and nephews. Pearl was born and raised in Souderton, PA and graduated from Souderton High School where she excelled in field hockey, basketball and softball. She was a graduate of East Stroudsburg University and majored in Health and Physical Education. Pearl then received her masters degree and doctorate from Temple University in Philadelphia also specializing in Physical Education. Pearl had been a resident of Gloucester City for 50 years. She taught Physical Education and coached field hockey, girls basketball for Gloucester City School District, Audubon School District and Glassboro State College (Now Rowan University). Pearl was named to the Rowan University and East Stroudsburg University Hall of Fame. Throughout her life, Pearl loved to play tennis. Mrs. Kowalski served as a referee for field hockey and basketball. Pearl served on the board of the New Jersey Education Association, National Education Associaton, National Coaches Association and currently served as a First Vice-President of the New Jersey Retired Educators Association. She was a proud member of the Gloucester City Historical Society where she helped in their ad drive for the annual play. Pearl attended Trinity United Methodist Church in Gloucester City.
Funeral arrangements were under the direction of the McCANN-HEALEY FUNERAL HOME: 851 Monmouth Street (at Brown Street) Gloucester City. There will also be a viewing on Thursday Morning from 10 am 12 Noon will be from Trinity United Methodist Church: 7th and Division Streets, Gloucester City.
