On April 25, 2010. Age 69. Of Mantua. Formerly of Gloucester City. Loving husband of 48 $\"6a00d8341bf7d953ef0115724332f3970b-120wi\"$ years to Kathleen (nee Miller). Loving father of Albert J. \”Ricky\” Rickens, Jr. (late Kelly Walsh) and Kristine Lynn Rickens-Aguilar (Jerome). Loving grandfather of Jade and Kyrsten. Also survived by many loving family members.

Albert graduated from Woodbury High School class of 1958. He proudly served our country 5 yrs in the Army National Guard. Albert was a member of 51 years and elected official of Carpenters Local Union 393 of Gloucester City. Albert enjoyed woodworking in his workshop, playing tennis and traveling with his family to Avalon and Hudson Beach, FL.

Relatives and friends are kindly invited to attend his visitation on Thursday morning from 10 AM to 12 noon at The Episcopal Church of the Ascension: 110 South Sussex St., Gloucester City. Mass of Resurrection and Burial Office will be celebrated at 12 noon in the church. Interment Eglington Cemetery, Clarksboro.

Letters: The UI Fund’s Pending Insolvency

Dear President Sweeney:

As you are aware, the state Unemployment Insurance Fund is in severe financial jeopardy. Under your and Senator Kean’s leadership the Legislature has taken the first step to address funding the system in the future by adding a constitutional amendment, SCR-60, to the ballot that will prohibit future diversions from the fund.

Sadly, past diversions have depleted the fund forcing the state to borrow from the federal government. To date we have borrowed more than $1.4 billion to cover our obligations.

The UI Fund’s pending insolvency has tripped a trigger that will automatically initiate a $1 billion tax increase. This tax increase, which will begin July 1, 2010, will almost certainly stop the emerging recovery dead in its tracks.

There is still time to modify the UI fund to mitigate the impact on the very fragile economy in the state. Due to the time constraints involved, I respectfully ask that you post my bill, S-1854 at the earliest possible moment. New Jersey’s economy must not be forced to face more uncertainty.

Some Thoughts on the Highest Taxes in the Nation

It is upsetting to think that you work all your life to pay off your 30-year home $\"6a00d8341bf7d953ef011571114c5a970c-800wi\"$ mortgage and after it is paid you still have to fork out thousands to the government to live in your home. Residing in a state that has the highest property taxes in the nation doesn’t help I know. I asked one of many friends who moved from NJ to the other side of the river how much he pays in property and school taxes.

Bill Y. writes \”Our house is located in Kent County Delaware and it is zoned agricultural, but even the homes that are not zoned agricultural still have reasonable taxes. Our house has two bedrooms, 1-1/2 baths, living room, dining room, den, kitchen, open front porch and enclosed rear porch. It is situated on 11.5 acres and we own to the middle of a creek, called Fisherman\’s creek. Our taxes are $515 per year which includes a school tax. In Delaware when you reach the age of 65 years the school tax we pay gets cut in half. In the nearby town residents living on a single lot with a bungalow pay around $650 a year that number includes the school taxes. Delaware has no sales tax but we pay a higher tax on our gasoline.\”
