Whereas the present and previous administrations of Gloucester City have engaged in less than fully open and transparent public activities,
Whereas the departments of the City of Gloucester have engaged in questionable methods of law and ordinance enforcement,
Whereas the current administration has formed numerous committees and hired special assistants to serve its interests,
And whereas the current administration remains largely silent when the general public has raised issues of community interest or concern that are not of interest to the administration,
There appears to be a need for an Ombudsman Committee to represent those members of the community that feel oppressed or disenfranchised by the functioning of the current administration and its departments.
Such a committee should be comprised of citizens who are willing to work for the resolution of community concerns and disputes. Members of an Ombudsman Committee should be willing to meet and discuss in a public forum the concerns and or complaints of all citizens regardless of status or political affiliation. Members of an Ombudsman Committee should be willing and able to bring community concerns and or complaints to the appropriate department heads or administrative committees and then publicly announce the resolutions it was able to achieve.
