Audubon Mayor and Commissioners Release Statement on Budget Deficit

August 10, 2010

Re: Sewer Fee

Dear Audubon Resident:

This week the residential sewer invoices were distributed through the US postal \"Audubon service. This is not a new fee. It is a reinstatement of the fee that was discontinued by a previous administration when the CCMUA was established; however, the town still has to maintain the sewer collection and transportation system as required by the NJ Department of Environmental Protection.

This residential fee is actually $10 / month or $120 dollars per year which will be billed biannually. The bill you just received is prorated for 75% of the year or 3 quarters (fee was effective starting April 1, 2010), but sent out on 2 stubs. Please do not confuse this fee with the CCMUA fee. CCMUA is for the treatment of the waste while the municipality is responsible for the delivery systems to the CCMUA pumping stations. CCMUA does not provide sewer service or repairs and maintenance to Audubon.

The reality is this year’s budget had so many problems from the loss of state aid, several large statutory payments left out of last year’s budget, the pension payments were partially deferred for the last two years and we were forced to make up the difference this year and we have an enormous debt to repay. The shortfall in this budget was $1.6 million and we are carrying approximately $8,000,000 in debt.

In order to close this gap we also made some difficult cuts:

· Furloughing all Department of Public Works employees

· Outsourced the municipal clerks function

· Eliminated summer help for DPW

· Police Department demotions for reasons of economy

· Open positions in DPW were eliminated

· Laid off 3 police officers

· Auction of municipal assets including DPW and Police patrol vehicles

· Established purchasing caps in all departments to control expenses

· Desperately needed capital purchases and improvements were postponed

With the reinstatement of our sewer fee, which is consistent with our surrounding communities, it allows us to offset the costs for maintaining our over 100 year old sewer collection system as well as give us access to low / no interest money for emergency repairs if needed.

Thank you for taking the time to read this notice and for bearing with us as we face this challenging economy together. Please do not hesitate to contact us at the Borough (856) 547-0711 should you have any further questions.

Sincerely,

Mayor John J. Ward

Commissioner William E. Gannon

Commissioner Kurt E. Bicking

The Brooklawn American Legion senior squad lost in its bid to reach the World Series as Chesapeake, Va., captured the Mid-Atlantic Regional championship with a 6-2 victory on Monday. Chesapeake defeated Brooklawn on Friday, setting the stage for the local team to not only have to win the first game Monday, but also the second game for a winner-take-all contest. However, Chesapeake scored three runs in the first inning and took advantage of timely hits to move onto the World Series in Spokane, Wa.

Brooklawn eliminated in regions

By Don Benevento www.courierpostonline.com

Monday, Brooklawn was deprived of a chance of playing in the Legion World Series with a 6-2 loss to Chesapeake, Va. in a game played at Ted Palka Park in West Lawn, Pa. There was no real mystery as to why Brooklawn — which needed to defeat Chesapeake twice in the double-elimination tournament in order to advance — fell short. The squad managed only two hits off winning pitcher Jordan Adair and two relievers, and could not get a big hit when it counted. Brooklawn, which has won two World Series titles in the past, had threats throughout the game. The squad had two runners on with one out in the third, two on with two out in the fourth, and the bases loaded with two outs in the eighth.

NRA’S STATEMENT ON ELENA KAGAN’S CONFIRMATION

Vol. 17, No. 31 08/06/10

Statement on Elena Kagan\’s Confirmation to the U.S. Supreme Court

Wayne LaPierre, Executive Vice President,
National Rifle Association &
Chris W. Cox, Executive Director,
National Rifle Association-Institute for Legislative Action

\"kagan\" On Thursday, August 05, 2010, the U.S. Senate confirmed Elena Kagan to the highest Court in the land. To NRA members and gun owners nationwide, Ms. Kagan presents a clear and present danger to the Right to Keep and Bear Arms. Her political record reveals that she does not believe the Second Amendment guarantees a fundamental right and, in her recent testimony, she refused to acknowledge respect for the God-given right of self-defense. That is why, more than a month ago, the NRA announced its strong opposition to Elena Kagan\’s confirmation to the Court. In that announcement, it was made very clear that this vote matters and will be considered in the NRA\’s candidate evaluations.

The U.S. Supreme Court has affirmed that the Second Amendment guarantees a fundamental, individual right that applies to all law-abiding Americans. Nonetheless, during the hearings Ms. Kagan refused to state her support for the Second Amendment, saying only that the matter was \”settled law.\” When asked about the Heller decision, Justice Sonia Sotomayor used the phrase \”settled law\” repeatedly during her confirmation hearings to win support. Justice Sotomayor then worked to destroy the Second Amendment in the McDonald case. We have no doubt that Ms. Kagan shares the same view of the Second Amendment.

NRA-Backed Excise Bill Hotlined Through U.S. Senate — Bill Passed U.S. House 412-6: The U.S. Senate has passed S. 632 — the Firearms Excise Tax Improvement Act — co-sponsored by Senators Max Baucus (D-MT) and Mike Crapo (R-ID).

Shoe Leather & Votes: As was the case two years ago in the 2008 elections, in this year\’s contests, two things will deliver victory for us — shoe leather and votes.

To ensure that our members and supporters are registered to vote, are active in the campaigns of pro-gun candidates, and prepared to vote in droves before or on Election Day, NRA-ILA\’s Grassroots Division has hired Campaign Field Representatives (CFRs) that have been dispatched to key states across the country.

Highway Departments in Gloucester City and Bellmawr Working Together

INFRASTRUCTURE REPAIRS BEING MADE-Employees of the Bellmawr Highway Department laid new asphalt on St. Mary’s Street last week as part of a reciprocal work agreement the Borough has with the City of Gloucester City.  In return the City lends highway department equipment, such as backhoes, street sweeper, front end loader, along with the operator to Bellmawr when needed.

City Highway Department Supervisor Steve Cianchetti said there are plans in the near future, with Bellmawr’s help, to  repave portions of Cumberland Street (from Broadway to Westminster), Monmouth Street (Railroad to Johnson Blvd.) and Sparks Avenue.

Cianchetti said because of budget restraints communities need to come up with shared service agreements in order to save the public’s tax dollars.  \”We are looking at other ways to work with Bellmawr and surrounding towns on these types of projects and in buying equipment together. I am also hoping to meet with the Gloucester City Schools facilities director to make plans on how the two of us can join together to save money on snow removal.\”

Cianchetti also pointed out that the Highway Department made an agreement last year with CONRAIL to cut the grass and weeds on either side of the railroad tracks that run from north to south through the center of the City. Employees of CONRAIL were in the City working on that job last week.  \”It makes a big difference having the grass cut on regular basis then just once every few months like it use to be done\”, said Cianchetti.
