WOODBURY NJ (JULY 24, 2013)While the Paulsboro police officer wasn’t close enough to read the defendant’s name tattooed on his neck, he’d known Delance Samuels \”since I began working in Paulsboro,\” and identified him as the suspect in a May 9, 2011 undercover crack cocaine sale moments earlier, the officer testified today in Samuels’ drug distribution trial.
\”It’s a small town,\” 13-year Officer Dennis Kille said in explaining his numerous encounters with Samuels (DOB 6/15/86), of 71B Baird Ave., Paulsboro.
