“Dear Gloucester Township Residents and Community Members,
After more than three decades of dedicated service to the Gloucester Township Police Department, I have made the decision to retire from my position as Chief of Police on November 1, 2025. Serving this community as a police officer has been one of the greatest honors of my life, and this decision comes with both gratitude and reflection.
From my first days on patrol to the privilege of leading the men and women as the 11th Chief of Police of this outstanding department, I have witnessed firsthand the strength, compassion, and resilience that make Gloucester Township such a special place to call home. Together, we have faced challenges, built partnerships, and created innovative programs that have become models for policing across New Jersey and beyond.
I am deeply proud of the progress we have made — from advancing mental health initiatives and youth outreach programs, embracing technology, strengthening trust with our residents, advanced training systems, and becoming an accredited agency. None of this would have been possible without the commitment of the officers, dispatchers, and civilian staff who serve with courage and integrity every day, and the unwavering support of our Mayor, Council, community leaders, and residents.
As I begin this next chapter of life, I leave knowing that the Gloucester Township Police Department is in strong hands, guided by professionalism, compassion, and the shared goal of keeping our community safe. I am proud to announce that my friend and colleague, Deputy Chief Anthony Minosse will be the 12th Chief of Police of the Gloucester Township Police Department upon my retirement.
To every resident, partner, and colleague who has supported our mission — thank you. It has been an honor and privilege to serve you, and I will always remain proud to call Gloucester Township my home.
With deepest appreciation,
Chief David Harkins
Gloucester Township Police Department”
