Burlington County Authorities Ask Public to Help Find Sex Offender

Burlington County Prosecutor Scott Coffina announced that law enforcement officials continue to seek the public’s assistance locating a 61-year-old man who failed to register as a sex offender as required under Megan’s Law.

William Dean is described as a white male, standing 6 feet tall and weighing approximately 220 pounds. He may be in the Camden area, and may be using the name Billy Dean.

State law requires registered sex offenders who plan to move to a new residence to notify police in the town where they presently live about the change, and also provide their new address to police in the municipality where they intend to move.

Dean is considered a fugitive. Anyone with information as to his whereabouts is urged to call the Prosecutor’s Office at

Maple Shade PD Alert: Beware! Phone Scammers are Active in the Area

MAPLE SHADE, NJ (January 28, 2020)—-Authorities have reported an increase in various scams across the country which typically involve telemarketing scammers posing as

lawyers, customs, or lottery officials targeting residents with fraudulent promises of large cash prizes, vacation getaways, vehicles, or other prizes.

The perpetrators tell “winners” they can claim a prize if they pay for shipping, insurance, customs duties, or taxes, by providing bank or credit card information, or by wiring the money. In some situations, the scammers ask their victims to send a check. When they have the bank routing number, they use it to make unauthorized withdrawals from the account.

**There is no Prize**

The scammers keep their victims money. They can be threatening, relentless and manipulative. They commonly prey on older adults. If you have older friends or relatives, remind them to be careful and seek another opinion before giving money to anyone under these circumstances.

REMEMBER

o If someone claims you have won a foreign lottery, it is a scam. Hang up immediately.

o Beware of solicitations asking you to send money to another country.

o Do not believe statements that you need to pay money to “collect your winnings.”

o Do not be rushed into sending money by a sense of urgency or threats.

o If it sounds too good to be true, it is.

Mount Laurel Man Charged with Possession of Child Pornography

Burlington County Prosecutor Scott Coffina and Mount Laurel Police Chief Stephen Riedener announced that a 34-year-old Mount Laurel man has been charged with possessing child pornography.

Brian Horner, of the 200 block of Saint David Drive, was charged with one count of Endangering the Welfare of a Child (Third

Degree).

The investigation began after the BCPO High-Tech Crimes Unit received information regarding Horner’s online activities from the National Center for Missing and Exploited Children.

The investigation revealed that Horner was utilizing a search engine to locate and view child pornography online. He was taken into custody at his residence following the execution of a search warrant on January 22. Electronic devices seized from his residence will be examined by detectives from the BCPO High-Tech Crimes Unit.

The case will now be prepared for presentation to a Burlington County Grand Jury for possible indictment. Horner will be prosecuted by Assistant Prosecutor Joseph Remy.

The investigation was conducted by the BCPO High-Tech Crimes Unit, with assistance from United States Homeland Security Investigations – Cherry Hill Office, the Mount Laurel Township Police Department and the Cinnaminson Township Police Department. The lead investigator was BCPO Detective Kevin Sobotka.

The Prosecutor’s Office High-Tech Crimes Unit and the Cinnaminson Township Police Department are members of the New Jersey State Police Internet Crimes Against Children (ICAC) Task Force. The BCPO also belongs to the New Jersey State Police Cyber Terrorism Task Force.

All persons are considered innocent until proven guilty in a court of law.

Camden City Drug Dealer Indicted for Causing Death of Customer

Burlington County Prosecutor Scott Coffina announced that a Camden drug dealer has been indicted for causing the death of a customer to whom he sold fentanyl-laced cocaine last year.

Marquese Smith, 22, of Baird Boulevard, was indicted on one count of Strict Liability for Drug-Induced Death (First Degree). The indictment was returned January 14 and signed by Prosecutor Coffina. An arraignment will be scheduled soon in Superior Court.

The investigation began in June 2019 when officers from the Maple Shade Police Department responded to the Ryan Run West Apartment Complex and discovered the body of 33-year-old Kristi Ventura, who had fatally overdosed.

The Burlington County Medical Examiner’s Office concluded the cause of death was cocaine and fentanyl toxicity.

The investigation determined that the drugs used by the victim had been purchased from Smith, who has been lodged in the Burlington County Jail in Mount Holly since his arrest in October.

The case is being prosecuted by Assistant Prosecutor Jeremy Lackey. The investigation was conducted by the Maple Shade Police Department and the BCPO Gang, Gun and Narcotics Task Force.

This is the second drug-induced death indictment the BCPO has announced this week.

Terrance D. Walker, 37, of Pemberton Township, was indicted January 9 on charges of Strict Liability for Drug-Induced Death (First Degree), Distribution of a Controlled Dangerous Substance (Third Degree), two counts of Possession of a Controlled Dangerous Substance (Third Degree) and two counts of Possession of a Controlled Dangerous Substance with Intent to Distribute (Third Degree).

Walker was charged in October with causing the death of a 21-year-old Pemberton Township woman by supplying the fentanyl-laced heroin that led to her fatal overdose in May 2019.

An indictment is an accusation. Defendants are presumed innocent unless or until proven guilty.

Nutley Man Pleads Guilty To Causing Fatal Crash in Mt. Laurel While Impaired

Burlington County Prosecutor Scott Coffina announced that a 26-year-old Nutley man pled guilty yesterday in Superior Court to being intoxicated when causing the death of another motorist during a 2018 collision on Route 73 in Mount Laurel.

Under an agreement with the Prosecutor’s Office, William Dunbar pled guilty to Aggravated Manslaughter (First Degree) in exchange for a sentence of 10 years in New Jersey state prison. The Hon. Philp E. Haines, J.S.C. scheduled sentencing for May 14.

The investigation revealed that Dunbar was driving northbound at speeds in excess of 100 miles per hour when he crashed into the rear of another vehicle traveling in the same direction near Church Road on August 19, 2018.

The driver of the vehicle that was struck, Christopher Pappas, 34, of Howell, New Jersey, was pronounced dead at the scene. The force of the impact caused his car to overturn and strike a utility pole before coming to rest. Neither vehicle had passengers.

Dunbar, who is being prosecuted by Assistant Prosecutor Douglas J. Bligh, indicated when entering his plea that he had been drinking alcohol at a concert earlier in the day. Dunbar did not dispute the results of toxicology tests which determined his blood alcohol content was .16 percent shortly after the crash.

The investigation was conducted by the Mount Laurel Police Department, with assistance from the Prosecutor’s Office and New Jersey State Police. The lead investigator was Mount Laurel Police Sergeant Nicholas DiGirolamo.

Pemberton Man Dies After Being Shot Outside His Home

PEMBERTON, NJ (January 23, 2020)–Burlington County Prosecutor Scott Coffina and Pemberton Township Police Chief David H. Jantas announced that a 64-year-old Browns Mills man who was shot Monday outside of his residence has died at a Trenton hospital.

Kenneth J. Ryan, of Apache Trail, was pronounced dead yesterday morning at Capital Health Regional Medical Center.

An autopsy performed by Burlington County Medical Examiner Dr. Ian Hood determined that the victim died as the result of being shot in the head.

Burlington County Authorities Arrest 6 After Investigation into Recent Shootings

Burlington County Prosecutor Scott Coffina announced that a multi-agency investigation in response to recent shootings in Mount Holly and Willingboro Township has led to six individuals being arrested on weapons and drug charges.

Nasir Harper, 22, of Bordentown City, was charged with two counts of Unlawful Possession of a Handgun (Second Degree), Receiving Stolen Property (Third Degree), Possession of a Controlled Dangerous Substance with Intent to Distribute (Third Degree), Possession of a Controlled Dangerous Substance (Fourth Degree) and two counts of Possession of High-Capacity Magazines (Fourth Degree), including one that held 30 rounds.

Daymon Thomas, 21, of Bordentown City, and Terrance McKinney, 21, of Pemberton Township, were charged with Unlawful Possession of a Handgun (Second Degree) and Certain Persons Not to Possess a Firearm (Second Degree).

The following people were charged with Possession of a Controlled Dangerous Substance with Intent to Distribute (Third Degree) and Possession of a Controlled Dangerous Substance (Fourth Degree): Samir Ellis, 21, of Willingboro; Nasir Hickson, 19, of Willingboro; and Yakim Thomas, 19 of Bordentown City.

Nobody was struck by gunfire during the shootings, which occurred in September near Dellhurst Lane and Beechfern Lane in Willingboro and in December on Garden Street in Mount Holly. None of the defendants has been charged to date in connection with the shootings.

“I would like to commend all of the agencies that participated in this investigation for their diligence and coordination in response to these shooting incidents,” Prosecutor Coffina said. “We will continue to aggressively pursue those who put the public at risk with such reckless, unlawful conduct.”

The arrests were made between January 7 and January 9. The charges will now be presented to a grand jury for possible indictment. Harper, McKinney and Daymon Thomas were ordered detained by a Superior Court judge and lodged in the Burlington County Jail. Ellis, Hickson and Yakim Thomas were released.

The cases will be prosecuted by Assistant Prosecutor Jamie Hutchinson.

The investigation was conducted by the BCPO Gang, Gun and Narcotics Task Force, the United States Marshals Service New York/New Jersey Regional Fugitive Task Force, the New Jersey State Police, the Burlington County Sheriff’s Department, the Burlington Township Police Department, the Pemberton Township Police Department and the Willingboro Township Police Department.
