Assistant Secretary of the Army for Civil Works Announces Major Initiative

Today, Assistant Secretary of the Army for Civil Works Adam R. Telle announced a major initiative, “Building Infrastructure, Not Paperwork,” for the Army’s Civil Works program.

“Building Infrastructure, Not Paperwork” will provide greater focus on the U.S. Army Corps of Engineers’ (USACE) core Civil Works missions, while minimizing non-core programs, direct funding to priority water resources projects that will provide the greatest benefits to the nation, shorten permitting timelines, and reduce or eliminate extraneous regulations and paperwork that slow USACE’s delivery of Civil Works projects and programs.

“President Trump has empowered his administration to work with lightspeed efficiency to make our government deliver more for all Americans. The Army Civil Works’ ‘Building Infrastructure, Not Paperwork’ initiative will enable the U.S. Army Corps of Engineers to deliver critical projects and programs for the nation more efficiently, sooner, and at less cost than the current ways of doing business,” said Telle. “This will eliminate bureaucratic delays and provide fast, clear decisions needed to save lives and empower our economy.”

PHEAA Announces No Essay Scholarship for 2026-27 College-Bound Students

Encourages Students, Graduate Students, and Parents to Apply for Keystone Scholarship

The Pennsylvania Higher Education Assistance Agency (PHEAA) encourages 2026-27 college students, graduate students, and their parents in Delaware, Maryland, New Jersey, New York, Ohio, Virginia, and West Virginia to enter for a chance to win a $2,500 no essay scholarship sweepstakes through the Keystone Student Loan Program.

Anyone who opts in to receive communications, which will include tips on planning for and paying for college, between January 5 and May 1, 2026, will be entered into the scholarship sweepstakes. A total of 12 winners will be selected in May of this year.

Gloucester County Grand Jury Declines to Criminally Charge Deptford Township Police Officer

Woodbury, NJ – A Gloucester County grand jury voted to not file criminal charges at the conclusion of its deliberations on February 18, 2026 regarding the non-fatal police-involved shooting of Jeffrey Jaworski of Sewell, New Jersey, on November 28, 2024 in Deptford, New Jersey, after an encounter with members of the Deptford Township Police Department.

Sergeant David Grogan’s non-fatal use of deadly force was investigated by the Gloucester County Prosecutor’s Office (GCPO) and supervised by the NJ Attorney General’s Office of Public Integrity and Accountability. The investigation was presented to Gloucester County residents serving on a county grand jury, in accordance with the New Jersey Attorney General’s Office’s 2019 Independent Prosecutor Directive (the “Directive”). In July 2021, the Office of Public Integrity and Accountability issued Standard Operating Procedures (SOPs) to ensure such grand jury presentations are conducted in a neutral, objective manner, with appropriate transparency regarding the process, consistent with the Directive.

NYBC Calls for Blood Donations in NY & NJ Following Historic Blizzard

New York Blood Center (NYBC) is projected to lose nearly 3,000 donations due to the snow storm, significantly impacting the region’s blood supply for the next week. NYBC shut down early on Sunday due to dangerous travel conditions, resulting in the loss of approximately 700 donations. All blood drives and donor centers were closed today, with additional community blood drive cancellations continuing into the week as schools, businesses, and community partners focus on storm recovery.

NYBC is asking all eligible donors across New York and New Jersey to make a donation at a blood donor center convenient for them as soon as it is safe for them to travel again. NYBC expects its donor centers to re-open on their regular schedules tomorrow if the weather permits. Blood is perishable and recovering from the significant losses caused by this storm will require strong donor participation over the coming days.

Victory Brewing + Visit Philly Partnership

Coinciding with the nation’s 250th anniversary, Victory Brewing Company and Visit Philadelphia partnered to launch Philly First, a celebratory brew highlighting the many firsts that happened in Philadelphia.

Both organizations are also marking their 30th anniversaries this year.

The beer debuted on 215 Day at Victory Brewing Company locations on the Benjamin Franklin Parkway and in Downingtown. Look for a broader rollout throughout the region in the coming weeks.
