Governor Mikie Sherrill announced the New Jersey Department of Transportation (NJDOT) Major Access Permits (MAP) process will become fully electronic beginning on July 30, 2026.
The transition away from paper applications supports the Governor’s Executive Order 5 (EO-5) to simplify and modernize the State’s regulatory processes to save time and money, and improve affordability, accountability, and transparency.
“On my first day in office, I signed Executive Order 5 to ensure New Jersey’s permitting process is transparent, accountable, and works for the people it serves,” Governor Mikie Sherill said. “By moving the Major Access Permitting process fully online, the New Jersey Department of Transportation is creating a more efficient and predictable permitting process—saving both the Department and applicants time and money while helping move projects forward more quickly.”
“Moving the Major Access Permitting process to a completely electronic platform will provide better reporting capabilities for NJDOT staff, making it easier and more efficient to process and track applications,” NJDOT Commissioner Priya Jain said. “Through Gov. Sherill’s leadership and the use of technology, we are modernizing our processes and making NJDOT more responsive to our customers.”
The last day paper applications for Major Access Permitting (MAP) will be accepted is July 29,2026. Paper applications already in process will continue to be reviewed. The change applies to new submissions only.
Beginning on July 30, 2026, all applications, including two newly launched submission processes, must be submitted through the NJDOT Major Access E-Permitting system at www.njdotepermits.net.
The two new submission types now available within the platform include:
• Letter of No Interest (LONI) requests. A LONI is a determination by NJDOT that a permit may not be required for proposed activity.
• Pre-Application meeting submissions. These requests will now be done online, replacing the prior email process for initiating pre-application meetings.
With these additions, the e-Permitting platform now supports the full range of Major Access Permit processes from initial inquiry through permit execution.
The all-digital MAP system provides the Department better data and better control over that data. For the first time, NJDOT will have a complete, structured record of access permit interactions. This supports the kind of transparent, accountable permitting Gov. Sherrill has called for under EO-5. The new system creates a fully documented, trackable process that gives applicants real-time access to their submission status and provides the Department with the data needed to measure and report on permitting performance.
Background
NJDOT’s Major Access Permits process governs access to State highways under the New Jersey Highway Access Management Code (N.J.A.C. 16:47). Property owners and developers seeking to construct, modify, or change access to State highways must obtain a permit through the Bureau of Major Access Permits (MAP).
The Major Access E-Permitting system is a web-based, GIS-enabled platform that manages, tracks, and documents the permit process. The system has been in active use and is now the exclusive channel for all MAP submissions.
