WINTERHAVEN, Calif. —U.S. Customs and Border Protection officers at the Andrade port of entry yesterday apprehended a 24-year-old male U.S. citizen with a no-bond felony warrant for 12 counts of rape.
The incident occurred shortly before 5 p.m., when Carlos Ivan Crispin entered the Andrade port on foot and presented a CBP officer with a U.S. birth certificate. The officer queried Crispin’s information in law enforcement databases and was alerted to an active felony warrant. Crispin was escorted to a secure location for further investigation.
