Gloucester City Council approved an ordinance during last week’s meeting to exceed the municipal budget appropriations limits and to establish a \”Cap\” bank.
During the public forum, resident John Schmidt asked Council members if the state 2 percent \”Cap\” on exceeding the budget limitations would have to be put on the ballot for approval of the voters.

Councilman Daniel Spencer said there are some exceptions, such as the difference between a 3.5 percent \”Cap\” on the appropriations side and a 2 percent \”Cap\” on the levy side, and would have to go on the ballot for approval if the levy side exceeds the \”Cap.\”
According to the ordinance, the municipality shall limit any increase in the budget to 2 percent unless authorized to increase it to 3.5 percent over the previous year’s final appropriations.
The 3.5 percent increase in the budget, amounting to $211.573.42 in excess otherwise permitted by the \”Cap\” law, is advisable and necessary in the interest in promoting the safety and welfare of the citizens, Council members said.
