Around 1:15 p.m., officers responded to the corner of Broadway and Mount Vernon Street where a car was stopped in the intersection. Driver Francis Hayes Jr., 21, of Delran, who had used heroin, was unconscious behind the wheel and not breathing with his face turning blue. Officer Matthew Dunlop used a bag valve mask to conduct rescue breathing on Hayes to save his life. Officer Elizabeth Ponte – who joined the department in June after graduating from the police academy – then arrived on the scene and quickly administered Narcan. After a few moments, Hayes began to regain consciousness and breathe on his own. He was then taken to Cooper University Hospital. Following Hayes’ treatment at the hospital, he was charged with Driving Under the Influence and Possession of a Hypodermic Needle. He was issued summonses and released.
