NJBIA Hires Christopher Emigholz as  VP of Government Affairs

Christopher Emigholz, a state budget expert with nearly 20 years of legislative experience, will join the New Jersey Business & Industry Association as vice president of Government Affairs in Taxation and Economic Development, NJBIA President & CEO Michele Siekerka said Thursday.

Emigholz, who is currently the associate executive director/budget director for the Senate Republican Office, will lead NJBIA\’s advocacy efforts on economic development and taxation issues affecting the business community, effective Dec. 9, Siekerka said.

\”Christopher\’s career has been focused on improving New Jersey\’s business climate and making our state more affordable,\” said NJBIA President & CEO Michele Siekerka.

\”His legislative experience, including the past eight years he has spent working on tax, budget and economic development policy in the Senate, will make him a tremendous resource to the businesses whose interests NJBIA fights for every day,\” she said.

Emigholz joins a distinguished and respected NJBIA Government Affairs team that includes Chief of Government Affairs Chrissy Buteas, Vice Presidents of Government Affairs Frank Robinson, Michael Wallace and Ray Cantor, and Director of Economic Policy Research Nicole Sandelier.

Prior to joining the Senate staff in 2012, Emigholz served as director of the state Department of Education\’s Office of Legislative Affairs (2010-2012) and as NJBIA\’s associate vice president of Education & Workforce Development Policy (2005-2010).

NJ Department of Health Awards $2.3 Million To Local Health Agencies

To Strengthen Communicable Disease Response

The New Jersey Department of Health today announced $2.3 million in funding to local health departments to detect and respond to communicable disease outbreaks.

Department of Health Acting Commissioner Judith Persichilli announced the grants during the annual “State of Health” Address to county and local health officials at the League of Municipalities Conference in Atlantic City.

The funding, included in the budget Governor Phil Murphy proposed, includes nearly $2 million in grants of $95,000 each to 21 local health departments. Letters announcing the grants were sent to local health departments earlier this month. In addition, $350,000 in state funds will be made available to 73 local health departments through training scholarships. Each of the 73 local health departments will receive $3,000. The funding will be distributed to by the New Jersey Association for County and City Health Officials.

“When there is an outbreak of a communicable disease like measles or Hepatitis A, local health departments provide the front-line public health response. They notify residents who have been potentially exposed, set up vaccination clinics, and respond to local public health concerns,” said Acting Commissioner Persichilli. “These grants will help our local health agencies better prepare for and respond to outbreaks in their communities.”

Twelve county health departments received grants: Camden, Bergen, Burlington, Cumberland, Hunterdon, Mercer, Middlesex, Monmouth, Ocean, Passaic, Somerset and Sussex. Three regional health commissions received grants in Essex, Hudson and Monmouth. Six towns also received funding: Trenton, Montgomery, Paterson, Jersey City, North Bergen, and Westfield.

Philadelphia Union Acquire Up To $750,000 In Allocation Money From Colorado Rapids

CHESTER, Pa. (Nov. 20, 2019)

– Philadelphia Union announced today that they have acquired up

Union trade defender Auston Trusty to Rapids in exchange for $600,000 of guaranteed Allocation Money; Club can receive an extra $150,000 in additional Allocation Money pending incentives

to $750,000 in Allocation Money from the Colorado Rapids in exchange for defender Auston Trusty in one of the largest transactions in Union history. In 2020, the Union will receive $300,000 in Targeted Allocation Money and in 2021, $300,000 in General Allocation Money.

Additionally, the Union will receive an additional $150,000 in General Allocation Money if Trusty meets certain performance metrics. Furthermore, the Union will receive 30% of the transfer fee if Trusty is sold outside of the league on or before Dec. 31, 2021 and 25% on or after Jan. 1, 2022. The percentage would only apply to any amount of total allocation money received over what the Rapids paid the Union for Trusty, not the total transaction fee.

SJTA announces new and expanded concessions at the airport

Egg Harbor Township, NJ – November 20, 2019 – Passengers at Atlantic City International Airport (ACY) will soon be able to experience new shopping, dining and drinking options offered by its concession partners Hudson Group and OHM Concession Group. These new concepts are part of the Airport\’s strategy to provide a better overall experience for both loyal and first-time passengers utilizing ACY. Report Shows How Google Promoted Amazon Over Over Smaller Competitors

Google makes algorithmic changes to help larger corporations over smaller ones and the mega search engine boosted Amazon and Facebook, The Wall Street Journal reported Friday, citing inside sources.

The company made algorithmic changes to its search results that favored fellow big tech giants,

according

to the report, which relied on an analysis of the company’s system and interviews with sources. Google believes customers prefer products from larger outlets, the report notes.

The move to tilt algorithms toward monster corporations, which was a hotly discussed decision inside the company, boosted Amazon’s products, even if such items were discontinued, the report notes, citing sources.

Google pushed back on TheWSJ’s representation of its algorithms.  “It’s inaccurate to suggest we did not address issues like discontinued products appearing high up in results,” Lara Levin, the spokeswoman, told reporters.

Google also takes measures to help Silicon Valley giants Facebook and Amazon appear more often in search results, one source told TheWSJ.

“There’s this idea that the search algorithm is all neutral and goes out and combs the web and comes back and shows what it found, and that’s total BS,” the former executive said. “Google deals with special cases all the time.”

Levin addressed that issue, too.

“We prioritize issues based on impact, not any commercial relationships,” she said, noting that the search team does not seek to provide specialized guidance to website owners. Faster indexing of a site does not guarantee more results, Levin added.

TheWSJ report also highlighted several examples where Google shut off a company’s lifeline. Online marketer eBay, for instance saw a $200 million hit on its revenue in 2014 after Google lowered the ranking of several of eBay pages that provided traffic to eBay.

Executives decided to pressure Google, with employees meeting with search engineers, the report notes.

Google agreed to improve rankings as eBay worked to make its pages more “useful and relevant,” sources told TheWSJ. The corrections did not prevent Google from later levelling more demotions on eBay, the report notes.

in which documents showed Google employed two official policies called the “misrepresentation policy” and the “good neighbor policy” that informed the company’s “XPA news blacklist.”

“The deceptive_news domain blacklist is going to be used by many search features to filter problematic sites that violate the good neighbor and misrepresentation policies,” the policy document states, according to the TheDC’s report.

WSJ’s Friday report will not tamp down calls from Democrats and Republicans to investigate Google.

Massachusetts Sen. Elizabeth Warren, for instance, released a plan in March to

impose

new rules on tech companies with $25 billion or more in annual ad revenue, forcing Amazon and Google to dramatically reduce their hold on online commerce. She

announced

her bid to run

against

President Donald Trump in February.

Trump is also a critic of Google and other tech companies. He

laid

into CEO Sundar Pichai in August after a company insider claimed at the time that the tech giant is preparing to foil the president’s reelection bid.

Delaware Fish & Wildlife Natural Resources Police arrest Harrington man for Unlawful Weapons Possession

DOVER (Nov. 19, 2019) – A DNREC Fish & Wildlife Natural Resources Police investigation ended on Nov. 17 with the arrest of a Harrington man for multiple charges of illegal possession of

firearms and ammunition.

Charles M. Bright Jr., 58, was charged with three total counts of possession, purchase, ownership, or control of a firearm or ammunition by a person prohibited. Bright was arraigned at Justice of the Peace Court 7 in Dover and released on his own recognizance, pending a future court appearance.

Upon completion of the investigation, Fish & Wildlife Natural Resources Police officers approached the suspect while he was deer hunting and in possession of a .50-caliber CVA muzzleloader. In addition to the muzzleloader confiscated at the scene, a Ten Point crossbow, 20-gauge Remington shotgun, and numerous rounds of shotgun ammunition were seized from Bright’s residence.

Delaware law prohibits a person from owning or possessing any type of deadly weapon whose criminal history includes prior felony convictions; misdemeanor convictions associated with violent crimes, drug convictions, or mental conditions as defined under the law; or court-issued protection from abuse orders. Deadly weapons consist of all types of firearms, as well as ammunition and any type of bow to include compound, recurve, or crossbow.

Miguel Angel Villegas Wanted for Shooting at Tuckerton Cop Arrested in NY

TUCKERTON NJ (Nov. 22, 2019)—Ocean County Prosecutor Bradley D. Billhimer announced that Miguel Angel Villegas, 29,  (photo) of New Haven, Connecticut was taken in to custody at Penn Station in New York, NY shortly after 8pm this evening by the United States Marshals Service and the New York City Police Department. “A

massive manhunt began earlier today after Villegas exchanged gunfire with a Tuckerton Borough Police Officer earlier this mo

rning in Tuckerton,” Prosecutor Billhimer said. Villegas was taken into custody this evening without incident.

At approximately 10:22 a.m. this morning, a Tuckerton Borough Police Officer exchanged gunfire with Villegas after the vehicle he was a passenger in fled a lawful motor vehicle stop near the intersection of Route 9 and North Green Street and caused a subsequent collision with another vehicle. The Officer was not injured in the exchange of gunfire. Villegas fled on foot and a massive manhunt ensued ending in New York City this evening.

“Villegas will be charged with Attempted Murder, Kidnapping, Unlawful Possession of a Weapon, and Possession of a Handgun for an Unlawful Purpose,” Prosecutor Billhimer stated. “It is my understanding that Villegas is wanted out of Connecticut. We will be seeking extradition from New York to bring him back here to Ocean County to face these charges,” Prosecutor Billhimer added.

“I’d like to thank the collaborative efforts of the Ocean County Prosecutor’s Office, United States Marshals Service, New York City Police Department, Tuckerton Borough Police Department, Little Egg Harbor Police Department, New Jersey State Police, New Jersey State Police Regional Operations Intelligence Center, New Jersey State Police Aviation Unit, New Jersey Transit Police, Ocean County Regional SWAT, Ocean County Sheriff’s Office Crime Scene Investigation Unit, Ocean County Sheriff’s Office K-9, New Haven Police (Connecticut), Port Authority Police, Tuckerton Fire Department and Tuckerton Public Works Department. This was truly a team effort. The public can rest easy tonight knowing the men & women of law enforcement worked through the day into tonight to bring Villegas into custody peacefully,” Prosecutor Billhimer added.

Three Dogs Found Dead in Toms River, Owner Allegedly Abandon The Animals

LACEY TOWNSHIP—Ocean County Prosecutor Bradley D. Billhimer and Lacey Township Police Chief Michael DiBella announced today that Allissa DeStefano, 29, (photo)of Toms River, has been arrested and charged with three counts of Animal Cruelty in violation of

N.J.S.A. 4:22-17c(2).

During the evening hours of November 11, 2019, the Lacey Township Police Department responded to a residence in Lacey Township for a report tha

t dogs had possibly been abandoned in the residence. Upon arrival, the officers determined that the house was indeed abandoned, and the remains of three dogs were discovered. An investigation by Detectives from the Lacey Township Police Department and the Ocean County Prosecutor’s Office revealed that DeStefano was responsible for the care of the dogs and had abandonded them in the residence, which resulted in their deaths. DeStefano was arrested without incident, and processed at the Lacey Township Police Department. She was released on a Summons pending a future court date.

Prosecutor Billhimer and Chief DiBella extend their gratitude to the Lacey Township Police Department and Detective Bureau as well as Detectives from the Ocean County Prosecutor’s Office for their fine cooperative work in connection with this investigation.

The public and the media are reminded that all defendants are innocent until proven guilty beyond a reasonable doubt in a court of law.
